First Boot from the name of your USB that the OS .iso is on.. Unplugged and pull out everything else except your formatted Hard Drive you are installing OS on from USB stick

As Bum Soo said unplug other devices like, CD/DVD ROM, external HDD (hard drive) Must.
USB-HDD, USB-CD/ROM. 1 correct from both of these. Kindly try one by one. Pick setting through bios under > USB-CDROM and save changes. now plug in Bootable usb and restart pc/laptop, keep press Boot key during it restart, now Click > USB-CDROM < and see if it run installation. If not? then it is definitely > USB-HDD < go to bios again and pick > USB-HDD < save changes and do the same i explained in upper lines. Thanks!

Addional: It's definetely one workable from USB-HDD - USB-CD/ROM so try both and see which would work. 75% sure it's USB-CD/ROM. or else search on google with your laptop/Pc manufactured company name & model name. You will get official website where you may see all the explaination about booting function and it's use related to your laptop/system.

Unfortunately , the system stack when it shows first screen (blue windows flag) , why ?
Kindly create a thread under > Help & Request Center < and explain your problem with screenshots.

Blue screen error not related to Creating bootable usb. means you cannot say anything to creating bootable usb topic. it's completely something related to your Computer/laptop/ISO.

No more reply here. Go here and release thread

Rufus is free so google it and download it through Main Official site. Regarding this tutorial you can use any version no worries about settings because each version has similar options as shown/explained in tutorial.
