How to give a DOMAIN USER local admin rights in Win 7?

A have admin rights on a local machine.

All domain users can not right-click on the desktop, or access C drive for example, controlled by Group Policy.

How do I on this machine, give a particular domain user, special access so that this person can right-click on the desktop and access C drive, as well as all other admin privilege?
I tried to add this account to local admin group, but it is still blocked and says "controlled by Group Policy"

Because of the billions of websites dedicated to EXACTLY your kind of problem, and who do nothing else but that, why take the time of members here with that kind of thing? I would bet my soul your question is EASILY answered with a google as well and you wouldn't have to bother ANYONE. This would require 60 seconds of your time to research though so it's easier to get someone else to NOT ONLY RESEARCH for you but WRITE IT OUT FOR YOU, and the back and forth questions. Inconsideration is the rule of the day in this new helpless victim generation.

@casperyc @devup is absolutely correct:
From Google:
  1. Right Click on My Computer (if you have privileges)
  2. Select Manage.
  3. Navigate through System Tools > Local Users and Groups > Groups *
  4. On the Right-Side, Right Click on Administrators.
  5. Select Properties.
  6. Click the Add... ...
  7. Type the User Name of the user you want to add as local admin.
That is just the first one. There are many others and videos too. Do a little homework next time please. Thread completed.
