I';ve Searched on the website, and along side google for names of programs that can fullfill this need.
There's one literaly called
IMEI Changer tool,
And /wondershare makes one to.

I Would love if it would ve possible to have a few, and also am i able to add in a q request for similar software in the same thread or does it need to be seperated?
If it can be in the same, Other Forensic software that are more updated would be amazing, i am going to try and compel a dvd/cd/usb that contains all the sofrware i use t o do forensive, and other mobile device work. just a bit of a side note.... to help motivate who ever takes on the task of finding the imei changing software . Thank you guy's so much i am hoping to purchase the biggest membership package in a few weeks once i have correct funds... let's keep this badboy on top.

Changing IMEI on Android without root is gonna be a mission. You will probably need to find the right commands to do it through ADB without root.

contining my resarch, ifound out there was a Program/Tool on here called Cdma that had the ability to do what im looking for, but its from 2014, and not even concurrent.

There is possible way/s to change imei, but i cant find a software, that does it. nor a tutorial that walks me through it where i can do it on the normal.... i hope im explaining myself correctly...

i dont mind doing root, but let's say i have a blacklisted s10 samsung note. what software can root the device for me, and then allow me to change the ime and then remove root. or would root have to stay to stick the imei on there?

im looking for any solution to this..."

but also for apple devices.

The best place to find all these tools is XDA developers.
Search Google that you will find it.

i think, there's this MTK Engineering .apk, which helps. but i've only tried it on qmobile.Try it, (i think it'll work for you too). Luck.

Unfortunately, what you're looking for won't work. And no, without root changing imei isn't possible at all. Even after root, you might need something that hooks with the android framework. And one thing you should know is this, that all imei changing methods only work on a software level. Unless you can get someone to remove it's motherboard and install another, that's not going to happen at all. Because this IMEI change occurs at a software level, not hardware one, it'll make the apps think that the imei is a different one, but for that you need root + xposed. Xposed can easily hook into the framework, and without hooking into it it's impossible to do it on current Android OS. After that, it's easily possible to change the imei, but I doubt the network services would work or not. Not sure if the Sim is able to read the hardware ids or it just takes what is reported via the software. You can try, but not sure about it since I never had a blacklisted phone.

When you change once, install/update another os the changes would revert and the original IDs of the device would return.
