try unlocker 1.9.2 , or restart windows then try take ownership , or go to folder property n see if there is mark on read only or unlock option then unmark it n do ok after it try del it

Display Hidden System Files:
Before you can begin to solve your file issue, you must first display any system files that may be hidden.
-First open My Computer > Tools > Folder Options > View > Advanced Settings.
-Check the boxes corresponding to the Display the contents of system folders and Show hidden files and folders options.
-Uncheck the boxes next to the Hide extensions for known file types and Hide protected operating system files (recommended) options.
-Finish up by clicking Apply to all folders > OK.

Run In Safe mode:

-Restart the computer, and tap the F8 key before Windows loads. Try to delete the file again.

Copy and Paste the File/Folder to Another Location

--Another solution is to try to move the file or folder to another location before deleting it. To do this, simply copy the file (Ctrl + C) and paste (<bold>Ctrl + P) the file in a new location.
Try to delete the file from its new location.

Delete via Command Prompt

-You might be successful in deleting the file by using a command prompt.
-Press Ctrl + Alt + Del, and stop the explorer.exe process. Both the icons and the taskbar will disappear.
-Next, click File > New Task > run cmd.

Access the folder by using the following command:

Then, delete the file using the following command:

del

Finally, click File > New Task, and run explorer.exe.

add to archive with winrar and check to delete files after archivivg and then you can delete rar file

@ikram62 -Right click on folder > Add to archive > Under archiving options > Tick both options > Delete files after archiving & Create solid archive (to make little changes) > Press > OK. back then Select RAR & Press > Shift+Del < key and prune it.

when that is not working then use Add-Remove Pro 2.12
just google it and download , it is free.
but becarefull when using this program, when you start to delete, then windows can't stop this nice program.
i use it when i can't remove or delete some programs :)

Goto bootdisk.com and download Win98 boot disk and burn to cd/dvd. Then boot from the 98 boot disk and enter the dos prompt on the disk. then go to location of file/folder to delete and enter folder>type del *.* and delate all contents of folder. then type cd..>then type rd [Name of Folder] that is it.

I'm not an expert but i have this problem and only way to fix it is this and it's very simple
