Rufus is drunk.. Format the USB first completely and then try rufus and watch your setting..

Really depends on the ISO you burnt. Some for whatever reason put two partitions on it. Just boot whichever one is recognized at UEFI.
I found a lot of ISOs that aren't from Team-OS will do that, but never have any problem installing - it's just a weird thing.

If you use NTFS Partition scheme (Especially for those Windows 10 ISOs where the Install.esd is > 4GB) then Rufus creates 2 partitions. first NTFS on which the Windows ISO is inflated and also a small 512 KB FAT32 partition at the end of pen drive that holds the boot loader and UEFI NTFS Driver. This bootloader from FAt32 takes the control, loads the NTFS driver in UEFI and hands over the control to actual installer on NTFS partition. This is a fail safe arrangement just in case the UEFI lacks NTFS driver.

The weird thing is.... i have a iso Microsoft Windows 10 (1809 RS5) 17763.379 (6.995.264kb) works fine with rufus UEFI no problems @ all (plug in UBS hit start done)
Another ISO doesn''t do the job opens indeed (UEFI NTFS 2 drives).... but i have used all other usb programs to get it to work NO RESULT.

Yes Rufus also did that to me, But for me it's OK as long as it get the job done, i.e format my PC OR bootable.
But what i did with my USB, after i've finished install new windows (since my USB also makes two partitions ), i use EaseUS or you can use any similar software to delete all partition on the USB => create new partition =>Format => APPLY.
