Is there any way to remove installed Windows updates whitout reinstalling windows?

Yes go to installed updates and you can uninstall one at a time ... maybe 2 or more at a time.. Iforget
Iobit uninstaller will let you do multiple/batch uninstalls... be careful though

Delete updates via the control panel
