I will try reinstalling windows. I think this is an issue with windows installation. It is working fine on my personal laptop.

Adobe Illustrator launches as normal but I get a blank screen whenever I select the option to create New. The windows appears but it is blank. I can create from the predefined options below, can open files but not create new. any help will be greatly appreciated.

Also there is small bug in After Effects, no "I" and "O" shortcut. it can be fixed by adding lines to text file:

C:\Users\ <YOUR USER NAME> \AppData\Roaming\Adobe\After Effects\17.0\aeks\After Effects Default.txt

In section ["CCompTime"] like this:

On Save As... it wants to save to cloud and no other option.

I hear there is some exe replacement that has to be started once

Like @SiteWizard said it is a "CC" application. Try this standalone you may (should) have better luck here.

I'm running Adobe CC with Adobe Deluxe Patcher version 2.2 Medicines 2019 and I can save locally just fine.
