I'll do my best to explain...
1. Open Finder and locate the app you want to open
2. Hit Control & click on the app icon, then choose Open from the menu
3. Click open
4. Once opened double click on the Adobe Zii to get things started
5. Creative cloud will open and ask for you to log in or create an account
6. Since I have an account I logged in
7. Photoshop then started installing
8. Then a Medicines window opened and I clicked Medicines
9. Was asked to give permission to Medicines, I clicked ok
10. Done! (See Pictures)

I can't install on my M1. It says the installer file is damaged. This kind of sucks. I'm pretty sure there is a work around but I don't know what it is yet. I'll keep looking.

I followed everything, but still get error saying the file is damaged. I'll try downloading again and then turn off internet immediately & see if that makes a difference.

I just found out that for Macs running the M1, like me, must have photoshop version 22.5 or newer so that's why it won't install.
