Try this. It usually works for Photoshop but I haven't tried it for Lightroom.

Open the services control panel and disable the following service:
Adobe Genuine Monitor Service (AGMService)

In Windows Defender Firewall, block all outgoing connections for these 2 apps
Program Files (x86)\Common Files\Adobe\AdobeGCClient\AGCInvokerUtility.exe
Program Files (x86)\Common Files\Adobe\AdobeGCClient\AdobeGCClient.exe

Here's my last suggestion.
Here's a variation of a process that has worked for people with similar problem on Photoshop.

1. Make a new Adobe account, preferably using an email address that Adodbe hasn't seen before.
2. Stop all the Adobe apps and processes you can find before running Lightroom. Use Task Manager.
3. In Lightroom, click on "Help".
4. If it shows you already signed in then sign out.
5. If Lightroom doesn't close the exit.
6. Open Lightroom again.
7. Click on "Help", then "Sign in".
8. Enter your new Adobe account's email address and password.
9. Quit Lightroom. DO NOT Start Trial.
10. Open Lightroom.
11. Click on "Help". You should see your new Adobe account email address.
12. NEVER "Start trial" or "Buy now" in Creative Cloud Desktop or in any other pre-activated Adobe app. This could mess up the pre-activation.
If you have to then use Task Manger to force apps to close rather than clicking a "Start trial" or "Buy now" button.
