Locked Android OS Image Unpacking Repacking Tools

I'm trying to find Android OS image unpacking and repacking tools. I've looked all over the internet but it seems the devs are keeping a tight grip on the unpacking repacking tools for Android 9,0 and above. Any help pointing me to where I can download them would be greatly appreciated.

Yeah I figured since there were devs here working with Linux and Mac operating systems here I might get lucky.
