hello, I am no expert but for me the biggest spammers on Earth are Google and Facebook. I use as below.
1- AdAway
2- use only third party Facebook app.
3- use ad block browsers if you are using chrome that is a problem.
sometimes some apps you install from play store have add virus in them, use any malware scanner and security system.
I am sure some other expert will also answer till then you can try the above.

uninstall suspicious app in your phone, use adguard for blocking ads. it's possible that you have an app installed that triggered those pop ups so better find it and uninstall it. last resort is to reset your phone and install the apps you just needed.

for your browser, I suggest you use bromite. check it maybe you'll like it.

Try XDA Developers .com Since we are more Windows software, you will have better luck there.

You did a worst phase to get rid. Anyhow if ever you face such issues (though LG has no ads whatsoever, I am using Wing myself), open apps from settings and uninstall/disable anything suspicious. If you still face issues, block ads (if rooted, via hosts) via adblockers like TrackerControl and or via ad-blocking DNS providers. Ping me if you need anything more.

Usually, an adblocker such as Adguard is sufficient, but it requires a specific browser. If you do not want to use adblockers browser of choice, you can install f-droid app by moving it to your phone from the pc via cable or bt, then from f-droid install dns66 app. I also recommend installing youtube vanced from vancedapp.com if you use youtube.
