All files, configuration and boot are inside the iso
In case you are trying to install this in a windows machine you are doing something wrong.
Please provide images in order to help you.

If you are trying to install it in a Ubuntu machine sorry but I can't help you here. [I have not idea with Ubuntu or Linux]
If that's the case make a request with your problem and you might get help from someone who knows

I have just tested at a friend's house who has a computer equipped with a fairly recent processor, unfortunately when we
arrives on the window where the installation displays the hard drive (s) on the computer it finds nothing

so for the moment it is impossible to install a Windows 7 on a recent processor even with the secure boot disabled,

As you already know microsoft has stopped the updates for win 7.
If your friend has an intel cpu generation 7 and up he can't install windows 7 (that is what microsoft saying)
I know some who have manage to install windows 7 depending the whole system and others can't.......................
What you need win 7 for?
Win 11 are out there, time to upgrade buddy
