I have 3 PC in total, I want to seed all those torrents I've downloaded in all the same 3 PC. Two of the PC have fresh installed windows, I don't know how to migrate/carry on seeding on the fresh PC without incurring download count.

First copy the data to the new installations.
Then read this. It tells you how to get the torrents running in new torrent client installations on other machines

Yes you can. You just need to torrent file and the downloaded files.

Read the thread shown by Mr. @Chuck.

Or Simply just do like below said,

If you only have what you've already downloaded. Then try to find the exact torrent file.
Download it and open it via your torrent client. Then set download destination where your previously downloaded files are.
Then just press okay. Client will first check your files then it will automatically starts seeding.

Simple as that.
