I have find some informations to have this working with AMD (I have 3600 cpu) and VMWare 16. It maybe can help with some problems.

-Read instruction here to create virtual machine as normally and try:
-Close all VMware program
-Open VMX file for macos with good edit program like Notepad++, from where you place your virtual machine files

-Edit virtualHW line (my one is line 3) to reads:
virtualHW.version = "16"

-Then Add this lines at end of file:
smc.version = "0"
cpuid.0.eax = "0000:0000:0000:0000:0000:0000:0000:1011"
cpuid.0.ebx = "0111:0101:0110:1110:0110:0101:0100:0111"
cpuid.0.ecx = "0110:1100:0110:0101:0111:0100:0110:1110"
cpuid.0.edx = "0100:1001:0110:0101:0110:1110:0110:1001"
cpuid.1.eax = "0000:0000:0000:0001:0000:0110:0111:0001"
cpuid.1.ebx = "0000:0010:0000:0001:0000:1000:0000:0000"
cpuid.1.ecx = "1000:0010:1001:1000:0010:0010:0000:0011"
cpuid.1.edx = "0000:0111:1000:1011:1111:1011:1111:1111"
featureCompat.enable = "TRUE"
usb_xhci:4.present = "TRUE"
usb_xhci:4.deviceType = "hid"
usb_xhci:4.port = "4"
usb_xhci:4.parent = "-1"

If there already is smc.version = "0" line in your file, do not make two, it only need to be there one time.

Now Save VMX file then try in VMware again and macOS should run correct for install. This fix my "cpu disable" error and also all other error that I had. I hope it can work for you too :)

With Opencore and make the hfs+ partition in a MacOs Virtual machine using disk utility, MacOs actual physical running using disk utility or Drive Genius ( to format in htf+ ) in windows. Opencore Partition have to be 100mb and you put the EFI folder in it after you make one partition hfs+ using one of the previous mentionned method the size it need for the MacOs version you want to create. * note that some MacOs version may need you to enter a command in the terminal instead that using disk utiliy.

* In terminal to download : softwareupdate --fetch-full-installer --full-installer-version (put Macos version number here without the parentheses )
and to make the usb select the hfs+ partition previously created instead should also work ( replace Mojave with the name of your app ) : sudo /Applications/Install\ macOS\ Mojave.app/Contents/Resources/createinstallmedia --volume /Volumes/UNTITLED --nointeraction && say Mojave Drive Created
