I have find some informations to have this working with AMD (I have 3600 cpu) and VMWare 16. It maybe can help with some problems.
-Read instruction here to create virtual machine as normally and try:
-Close all VMware program
-Open VMX file for macos with good edit program like Notepad++, from where you place your virtual machine files
-Edit virtualHW line (my one is line 3) to reads:
virtualHW.version = "16"
-Then Add this lines at end of file:
smc.version = "0"
cpuid.0.eax = "0000:0000:0000:0000:0000:0000:0000:1011"
cpuid.0.ebx = "0111:0101:0110:1110:0110:0101:0100:0111"
cpuid.0.ecx = "0110:1100:0110:0101:0111:0100:0110:1110"
cpuid.0.edx = "0100:1001:0110:0101:0110:1110:0110:1001"
cpuid.1.eax = "0000:0000:0000:0001:0000:0110:0111:0001"

If there already is smc.version = "0" line in your file, do not make two, it only need to be there one time.
Now Save VMX file then try in VMware again and macOS should run correct for install. This fix my "cpu disable" error and also all other error that I had. I hope it can work for you too
