Thread opened on author request! Before that, I do research and check the provided content on my side.
Results:
1. Windows Crapfender is a paranoid AV that can flag/protect users only from false positive threads.
2. If you compare hash numbers of .exe file provided by Miller the Grey and elchupacabra's .exe from link you provided you will see it is the same file. That makes question mark about real WC functionally or a user who use it.
3. Use adblocker extension and you will not have any problem with ads and additional offers... You probably download something different because of that

I tried again it turned out that the download site is sending me to malicious download if I select alternate download method.
Let me explain: on the page as, shown below, there are two buttons to download.

Spoiler: Download page

1) Red: Create Download link: After following this on next page when I click on generated link it asks me to install chrome extension. Couple of times.
2) Green: Direct link download. This one takes you on other page where it gives you malicious netbalance download.
@Mirkec try the green link it will give you the malicious setup which looks similar.

When I tried the, Red button then generated link 3-4 times, it didn't ask me for chrome extension install and gave me the actual Netbalancer setup uploaded by MillerGray.
