Animated Banner Maker animates symbols like images, text, and polygons in a vectorial frame-by-frame layer-by-layer fashion similar to Adobe Animate. It animates similarly to how Flash used to work with frame-by-frame layer-by-layer vectorial animation rendered directly to Animated GIF.

With the application, users can create impressive animated banners to render in the web browser. Users can export personal animated banners to 256 colors GIF or true color WebP. The application support all standard image formats, including PNG and 32-bit transparent PNG. Text is rendered from antialiased high definition fonts. Transformations include change of size, color, rotation, and transparency for all supported objects.

The basic creator studio allows users to create visually impressive animated banners quickly, frame-by-frame animations, insert and manipulate images, text, symbols, and other elements.

At my end, I could not reach to site bayfiles.com using chrome, but having heard from you, I tried to access using Opera browser and downloaded. Yes, bayfile link is active.

But,

Tried on Win8 64bit, when double click on setup (exe) file, I get error message as - Invalid Date. Installer will now abot. I tried moving date to past, but same error continues.

I am just trying to install DirectX9 and will revert.

Did not work, after installing DirecX9 also.

preactivated exe file size is 15903kb

but, winrar file that i downloaded is of 16165kb.

Not able to understand, how unrar/unzipped file size is of less size compared to zipped file of higher size.
