Have the port forwarded in Router ?? ( probable no.).
the port used by qBittorent (in settings) MUST HAVE Forwarded in Router.
Have granted in Windows Firewall the qBittorrent acces ??

You downloaded older torrents... that is reason Why You do not have anyone to download from You /as leacher/.... but just keep it on seed and gain seed-bonus points

Those days many providers goes with "NAT behind NAT - TNAT or TGNAT", therefore if You do not Buy "public IP address" You can't forward port!!!
One of the tricks to reduce torrent protocol, which use 60+ % of internet traffic
