I'm also having issues trying to change my desktop background. When you click the browse button in the personalize window, the windows explorer doesn't open and the whole window freezes (you cannot click anything, as if the explorer windows actually opened, but that is not the case) You can still change the background in "Personalize (classic)", but it's a basic feature that simply doesn't work.. Same goes for changing the lockscreen picture.

Go here and change your background image, othewise find an image right click on it and choose to setup up as background desktop

put your image you want as lockscreen but rename it as img100, restart your pc and you are done

I am guessing you are having issues with the custom bulds and not the untouched.
If thats the case I think something is missing because its a custom build, adobe has became more weird lately with the installation, your pc must be running under certain requirments
