I am using this version 2.2.1 and followed the graphic settings but am having trouble connecting to seed.
IPv6/Teredo" is installed.
I have seriously explored the firewall settings and think all is well there.

Edit: Well I disabled the IPv6 thru the network adapter and rebooted.
Things are a bit better (not perfect - but better)

I am using uTorrent 3.5.5 (build 46036). Was it removed in the latest version?

Thank you for this. My portable 2.2.1 was uploading away when everything upload stopped. Did the settings you suggested and Utorrent is good to go again. I was wondering, since it is working good now, is it possible to copy and paste the portable along with the download folder in C:\ (which utorrent points to) to a different virtual machine?

And after that, is it possible to open a torrent file in the pasted portable, with utorrent and start it seeding again (just in a new virtual machine)? Just want to be prepared for a rainy day if Utorrent acts up again.

Dear @medicus, neither DHT, nor any other setting in this tweak are relevant to the ability of limiting upload speed. Settings work like a charm. I have the exact same settings on my utorrent and can still limit upload speed at will. Probably there's something else in your settings that causes this.
