Use your firewall to block outgoing connections from "Lightroom.exe".
You will probably find it in this folder "C:\Program Files\Adobe\Adobe Lightroom Classic\".
That should keep Lightroom working but you will not be able to use Lightroom functions that requires internet access.

I went to my control panel > windows defender firewall > Allowed apps.
But I didn't see any Adobe or "lightroom" through those checklist.. Did I missed somewhere?

Open "windows Defender Firewall" and create an outgoing rule there.
Use Google if you don't know how to do it.
