Locked colors on toolbars, side scroll, buttons, secondary text is too light

i have recently updated my OS (like most of us do here frequently) and my color schemes are all off. My side scroll bar disappears when Im not using it so its incredibly annoying to find it and move up and down pages. The occasional button is inverted I would say. I can barely see the border lines on things. I hope i have given good enough examples for someone to understand the issue im dealing with. I can provide some screenshots if need be. I am using startisback but i didnt see anything related to color schemes or themes so is there a better alternative possibly with more features or what is going on?

Hi

For Scrollbars to stay on go to:

Right click on Windows Start
Settings
Accessibility
Visual Effects
Always show scrollbars
While in here if you turn off Transparency effects and Animation effects programmes open a lot faster.

To change colours:

Right click on Windows Start
Settings
Personalisation
