That happens even on my laptop and, indeed, it affects only 4K HDR contents.
The only way to fix this is to uninstall the program, clean the Windows registry from all the keys and values (find "CyberLink" and "PowerDVD" and remove all of them) and then reinstall it again.
But this is just a temporary fix, since this problem will appear again after a few weeks.
It seems that, specifically for 4K HDR contents, there is a further licence, different from the ordinary one for the program itself
