I agree...usually if you cannot get it with tools/apps on Strelec you can't. Get a backup plan in place for the future.
You might also try Medicat (google it) It is full of portable apps that may be of benefit to you.

SFC AND CHKDSK ALSO TRY FROM PARTITION TOOLS TO CHECK PARTITION FILES . PROBLEM IS RESTORE POINT IS NOT SHOWIN/WORKING.

its DISM not CHKDSK, anyways is the current status of your windows 'not working' or simply you cant see any restore point?
if its working and just not showing any restore point go to system properties >> system protection >> select create, done. considering all the system services required for this task are enabled, because by default they are enabled, so unless you manually disabled any service everything should work fine.
