i would suggest you try seeding what you have download instead of shutting them down as soon as they finish downloading this way even if no one else is downloading it you will at least build youre seed bonus which you can use to offset the difference or at least some of it

seed that of what you have all ready downloaded it truly not rocket science

How du you mean deactive!
Check your number of "max number of active torrents". Put there 1.000 /by default is 10 if I remember correctly /.
It's on same settings tab which I already post above.

I can see his ratio, its because he is not seeding anything.

He have download 4 pages of torrent and he is seeding NOTHING.
He hasn't any Hit and Runs.
