Hello, I need help

I would like to include my proprietary system configuration tool in a modified iso
I can easily add them to SetupComplete, but I want this tool to run at the stage of preparing the Windows installation (before OOBE)
how can I do this?

Additionally, I have a few questions:

1. Is there an Internet connection (wired) before the OOBE?

because at this stage I would like to download, for example, Windows Package Manager of the vc redist and direct X redist libraries

2. How can I prepare the autounattend.xml file
(I want to have as few clicks as possible during installation) The problem is that I want to have a choice of the language of the system in one ISO English & Polish
3. What system components can I not cut completely to make the system updateable with cab / msu files. Windows Update I always have paused until 2080 years
