It was supposed to be called 97 because it was made in 97, but because it neared to the year of 98 and that's why why they named it windows 98 then, Technically speaking win 98 is win 97. based on google record.

The thread will close then but before that and just to clear things up:

There is no official Windows 97 except for the beta version that was called Memphis.

There are several beta versions out like

if you google Windows Memphis, you will find many sites that offer and many different test builds, but be warned, hard to find drivers and a non-buggy release which is what pushed windows to release in 98.
Virtual box/Vmware can support it I think.
Even if you do make it work, it's time-limited (as many windows pre-releases). Remember to set the clock to 13th December 1996
