Go to microsoft to download your language pack, and then if you are lucky you maybe can install it.
I am saying lucky, because it always depends from what the builder has removed.

Windows update is gone so I don't think you can add it.
But give it a try, download it from here

or banal problem...like usb2..or usb3 port..so its strange problem..sorry..
