Locked Sysprep Errors

hey brothers i trying to make my own iso
and i did everything i want
but when i try to make Generalize in sysprep its gives me this

Windows only allows sysprep for systems that result from "clean installation."

There is some essential information you should provide:
1- Have you modified your OS image?
2- What is the Build of the image?
3- Is your system based on fresh installation or upgraded?
4- Is Windows update service in progress when sysprepping your OS?
5- What is in your setupact.log file? There may be more information there.

1- the iso i use is already modified not created by me just use ntlite to add drivers and audit mode to add my personal apps
2- thats my build WINDOWS 10 PRO X64 Build 19043.1237
3- i think its fresh

So I can suggest some initial steps:
1- download the file "bdesysprep.dll" and put it in system32
2- perform a file scan. Run cmd as admin and write "sfc /scan now"
Tell me the result
