Do you get the error when you click on "Run as administrator"?
Try changing the security policy. Go to gpedit.msc-computer configuration-windows settings-security settings-local policies-security options.Change "User Account Control: Behavior of the elevation prompt for standard users:" to "prompt for credentials". This will result in blocked programs prompting for elevation. When it does, enter your admin password.
If you are part of a domain, then it may hav to do with network security policy, for which you'll need to contact your network admin (as the error message says).

Problem
After successfully installing VSE, you are unable to open the VSE console.
When you try to launch the VSE console, you see the following error:
This program is blocked by group policy. For more information, contact your system administrator
System Change
The affected computer contains the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\safer
Cause
The registry key may have been added by a Windows software restriction policy.
Solution
CAUTION: This article contains information about opening or modifying the registry.
Remove the registry sub-keys that contain a reference to McAfee software:
- Click Start, Run, type regedit, and click OK.
- Locate the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\safer
- Review the sub-keys under the safer key for values that reference McAfee software.
- Right-click the sub-keys that reference McAfee and select Delete.
- Close the registry editor.
Solution
The following procedure assumes that you are a System Administrator.
Manipulate the domain group policy
CAUTION: The following has not been fully validated. Therefore, McAfee advises that you use it at your own risk.
Apply a dummy software restriction policy:
- On the client, log on with the appropriate permissions.
- Click Computer Configuration, Windows Settings, Security Settings, Software restriction Policies.
- Create a dummy policy and save it.
- On the affected client, enforce Group Policies in one of the following ways:
- Click Start, Run, type gpupdate /force and press ENTER.
- Restart the affected computer.
- Verify that the registry key has been removed.
- Delete the dummy policy.
