It works only with Visual_C_AIO_x86_x64 , no need to change at developer features. Thanks for all!

The way to add MS Store in LTSB/LTSC is not fully compatible with this version of windows... as it's not LTSC but it's PRO so @kata40 was right. It may be possible to reinstall Store in Windows PRO but we need to know first how was it removed and what other dependencies were removed.

You can try the following:
First, make sure that AppX Deployment Service is on by checking the services. Set it to manual or Automattic if it's disabled. If it's not there at all... Get different windows, it's not worth the hassle.

After that, using PowerShell (admin mode) and while making sure you have internet, type what you see below:
Get-AppxPackage *windowsstore* | Remove-AppxPackage
If this doesn't work, try the more aggressive command
Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

If the above fail, other dependencies are missing and it will take longer to find which ones and try to solve this than to install a full build.
