There are many ways to do what you are looking to do with Windows 11. I cannot tell you how to do that here, but google is your friend.

This is a stock OS that has been updated and activated. All settings are at MS stock position. Customization / taskbar settings were not touched either.
So go into your taskbar settings and find the setting you want, or use a third party app like startallback and find the setting to hide labels.

Currently, no.

This isn't recommended to be pre-installed / integrated into a Windows 11 iso. To begin with, while getting Windows 11 to install / run on unsupported and low spec systems is possible, getting Android Subsystem to run good on said systems is another matter. At bare min, you need an SSD / 8GB Ram to run it decently. Anything less than that, then it will run poorly or not at all. It will also add more to the size of the iso.
