For me its was because I had TPM enabled and secure boot was disabled in Bios and I couldn't start the installation even in a VM
Issue solved when I enabled secure boot
To be honest I think many will experience such issues with windows 11
I guess it depends on hardware .. I have AsRock x570 Mobo with Ryzen 5 3600x ...
