If this is a bug then it doesn't affect all GPUs. I have an AMD Radeon RX580 based card and it works fine with this version.
I read the whole thread that you linked to and, although it may be a common problem, I don't think it's proven to be a bug.
Are you sure that your PC and video card meet the system requirements for this version of Photoshop? The requirements do change over time.
Have you updated all your motherboard and video drivers to the latest version?

Yes, I am up to spec, with the latest drivers. Running a decent i7 7700, 16 gigs and rtx 3080, lightroom is okay on the latest version, now that I've rollbacked my photoshop gpu is now properly detected, still using the latest version for everything else.
